
His Excellency Francisco da Costa Monteiro, Minister of Petroleum and Mineral Resources, received a delegation from Woodside Energy, led by Ms. Julie Fallon, Executive Vice President Technical and Energy Development, for a high-level meeting on the future development of the Greater Sunrise fields.
The meeting focused on progressing the Timor-Leste LNG (TLNG) option, which has emerged from recent studies as the most commercially and strategically viable pathway. Both parties reaffirmed their commitment to advancing the project through structured negotiations grounded in three key principles: good faith, commitment, and alignment of interests.
The Ministry of Petroleum and Mineral Resources will accompany the Woodside delegation on a two-day site visit to the South Coast, from Suai to Natarbora, to observe infrastructure already in place and designated areas for the planned LNG plant, petrochemical facilities, and refinery. These facilities are intended to receive gas transported from the Greater Sunrise fields for processing in Timor-Leste. The visit will include stops at Suai Airport, Suai Supply Base site, new community housing developments, and other key infrastructure sites.
Ms. Fallon acknowledged the importance of on-site engagement and welcomed the opportunity to further understand Timor-Lesteβs national development priorities and strategic vision for the South Coast corridor.
Minister Monteiro also reaffirmed that the Governments of Timor-Leste and Australia, together with the Sunrise Joint Venture partners (TIMOR GAP, E.P., Woodside Energy, and Osaka Gas), are currently negotiating the Petroleum Mining Code, Production Sharing Contract, and Fiscal Regime that will serve as the legal and contractual foundation for the project.
The Minister reiterated Timor-Lesteβs continued efforts to develop enabling infrastructure from Covalima to Natarbora, in order to realise the countryβs long-term vision of a robust national petroleum industry.
