His Excellency Francisco da Costa Monteiro, Minister of Petroleum and Mineral Resources, received a courtesy call from Her Excellency Teo Lay Cheng, Ambassador of Singapore to Timor-Leste, to discuss bilateral relations and opportunities for greater cooperation in the energy and natural resources sectors.

Minister Monteiro welcomed Ambassador Teo and expressed appreciation for Singapore’s longstanding support to Timor-Leste, including its continued support as Timor-Leste strengthens its participation within ASEAN.

During the meeting, Minister Monteiro provided an overview of Timor-Leste’s oil and gas and mineral sectors, including the country’s ongoing petroleum developments, downstream infrastructure and efforts to develop its natural resources to support long-term economic growth and diversification.

Minister Monteiro also provided an update on the Greater Sunrise Project and other petroleum resources, including Bayu-Undan, and highlighted Timor-Leste’s efforts to progress the development of its natural gas resources and associated infrastructure.

The discussions also followed Minister Monteiro’s recent meeting with Singapore’s Minister of State for Foreign Affairs and Trade and Industry, Her Excellency Gan Siow Huang, on the margins of Gastech 2026 in Bangkok, where both sides discussed opportunities to strengthen cooperation in the energy sector.

Minister Monteiro welcomed greater engagement from Singaporean companies, investors, financial institutions and service providers as Timor-Leste continues to advance its petroleum, downstream and mineral development priorities.
